With reference to recent correspondence regarding the situation in China, and in particular to telegram No.201 of the 3rd July from His Majesty's Chargé d'Affaires, Peking, I am directed by Mr. Secretary Amery to transmit to you, to be laid before Mr. Secretary Chamberlain, the accompanying paraphrase of a telegram from Sir E. Stubbe regarding a request for British support which has been received from Tang Chi-Yao the Tuchua of Yunnan.

It is understood that His Majesty's Government adhere to the view that the Powers should not depart from their attitude of neutrality in Chinese political affaire unless and until the situation becomes so threatening as to compel recourse to armed intervention as the only means of protecting the lives and property of their nationals. Amery would propose to telegraph to Sir E.Stubbs in this
